The \"m\" = 1,000. $180/m equals $180 for 1,000 contacts (rows) of information on an XLS file. It does not stand for \"monthly cost.
We update our file every week of the year, adding new contacts and revised contact information regularly. We also have our full database hard bounce verified and cleaned three times annually by a third-party industry leader in database hygiene.
We don't carry the overhead and moving parts that our competitors do, and those savings are passed directly to our customers. There are no minimum orders, no additional charges for data selects, and no file delivery fees. All data is always unlimited-use for 12 months.
No minimum orders or dollar amounts. We also provide file suppression at no cost.
This can vary by demographics and job titles, but we never expect more than a 3% hard bounce rate on average. Any hard bounces exceeding 3% will be credited to the user's account (applies to the first email deployment of the leased file within 20 days of receipt). Choosing your email deployment provider carefully is critical. Platforms like Constant Contact and Mailchimp often yield lower deliverability for professional and institutional domains. We recommend a more boutique, specialized deployment company.
The XLS or CSV file (depending on size) is automatically sent to your Civic Data account. This generally takes 1-3 minutes from the time of purchase when a credit card is used. If Invoice is selected as the payment method, we will release the file manually. Log into your Civic Data account, refresh your browser, and look for the download icon to access your file.
No. Customers you have acquired through direct interaction from using our data are yours to keep. If you had interaction with a contact (a reply, phone call, or purchase), you may add them to your house file. A simple email open alone does not constitute use of the data as a house file beyond the lease period.
Yes. You have unlimited access to the file for 12 months. Simply upload the email and data into your CRM and market to your audience directly.
No. We are specific to our data vertical and do not provide email deployment services. Visit our Email Deployment page at https://civic-data.com/email_deployment for recommended boutique deployment providers that are familiar with our database and deliver strong results.

Government outreach tends to perform best during budget and fiscal year planning windows. For most state and local governments, these fall in late summer and early fall (August-October) ahead of fiscal year starts, and in January-March for mid-year reviews. Federal outreach often aligns with the federal fiscal year cycle (October start). Avoid late November and late December when government offices operate on reduced schedules.
Well-targeted government email campaigns with strong subject lines and relevant content typically see open rates in the 10-18% range. Government inboxes at the .gov domain level often have stricter spam filtering, so sender authentication, domain reputation, and using a specialized B2G deployment provider significantly impact deliverability.
Government email domains (e.g., .gov, .us, county.state.us) often have stricter spam filters than commercial domains. To maximize deliverability: use a B2G-specialized deployment provider, fully authenticate your sending domain with SPF, DKIM, and DMARC, avoid spam trigger words, keep your email clean and text-heavy, and include a physical address and unsubscribe link. Warming up your sending domain before large-volume sends is also recommended.
Yes. Government employee professional contact information is largely public record under open records laws, and purchasing and using it for B2B or B2G marketing is legal under U.S. law. All use is subject to CAN-SPAM compliance, and users are responsible for honoring opt-out requests and following applicable regulations.

Civic Data provides verified professional contact information for government employees across federal, state, county, and city agencies, enabling direct outreach rather than passive registration-based visibility.

The most effective B2G cold emails are concise, credibility-driven, and lead with public sector relevance. Reference a specific challenge facing the agency type (budget constraints, infrastructure aging, cybersecurity mandates, procurement efficiency) and explain how your product or service addresses it in one or two sentences. Include a single low-friction call to action. Government contacts respond best to straightforward, professional language rather than marketing-heavy copy.
The most effective channels for reaching government procurement contacts include targeted email campaigns using verified public sector contact data, presence at government technology events (like GovTech, NASCIO, and state IT conferences), SAM.gov and state procurement portal registration, direct mail for high-value agency targets, and LinkedIn outreach to department heads. Email outreach using accurate, agency-segmented data remains one of the highest-ROI channels for B2G vendors.
Most U.S. federal agencies operate on a fiscal year from October 1 to September 30, with significant procurement activity in August and September (end-of-year budget spending) and again in January after new budget allocations. State and local government fiscal years vary, but many align with July 1 starts. Timing your outreach to align with agency budget cycles significantly improves response rates.
